शैक्षणिक योग्यता (Educational Qualifications):
(I) a Diploma in Civil Engineering obtained from Technical Examination Board or any of the Universities established or incorporated by or under the Central or a State Act in India; or any other educational institution recognised as such or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956; or

(II) a certificate of surveyor course obtained from the Industrial Training Institute recognised by the Government;

(III) basic knowledge of computer application as prescribed in the Gujarat Civil Services Classification and भर्ती (General) Rules, 1967: and

(IV) adequate knowledge of Gujarati or Hindi or both.

The secondary service is called "Sandagi Mandal". This office has the status of the office of the head of the department.
