शैक्षणिक योग्यता (Educational Qualifications):
(a) a second class post-graduate degree in History / Political Science / Public Administration obtained from any of the Universities established or incorporated by or under the Central or a State Act in India; or any other educational institutions recognised as such or declared to be deemed as a University under section, 3 of the University Grants Commission Act, 1956; or (b) a first class bachelor’s degree in History / Political Science / Public Administration obtained from any of the Universities established or incorporated by or under the Central or a State Act in India; or any other educational institutions recognised as such or declared to be deemed as a University under section, 3 of the University Grants Commission Act, 1956;
(c) possess the basic knowledge of computer application as prescribed in the Gujarat Civil Services Classification and भर्ती (General) Rules, 1967 and
(d) possess adequate knowledge of Gujarati or Hindi or Both.

The secondary service is called "Sandagi Mandal". This office has the status of the office of the head of the department.
