Advt.No. - 4/2022 1. Name of the Post: निदेशक(Technical) 2. Scale of the Post: Rs. 75000-100000 3. Job Description And Responsibilities: निदेशक (Technical) is a member of Board of निदेशकs and reports to Chairman and Managing निदेशक. He/ she acts as head of the Technical/Operations Division of the Company. His/ her responsibilities include exercise of control over the efficient operation of the plants of the Company in a manner which would ensure optimum utilization of resources. He/ she also acts as Principal Adviser of the Company in all technical and operations matters. 4. Employment Status: The applicant must, on the date of application, as well as on the date of interview, be employed in a regular capacity – and not in a contractual/ad-hoc capacity – in one of the followings :- (a) Central Public Sector Enterprise (CPSE) (including a full-time functional निदेशक in the Board of a CPSE); (b) Central Government including the Armed Forces of the Union and All India Services; (c) State Public Sector Enterprises (SPSE) where the annual turnover is Rs 1500 crore or more; (d) Private Sector in company where the annual turnover is Rs 1500 crore or more. Preference would be given to candidates from listed companies. (* The average audited annual turnover of three financial years preceding the calendar year in which the post is advertised shall be considered for applying the approved limits) 5. Qualification: The applicant should be an Engineering graduate preferably in Chemical Engineering from a recognized University/ Institute with good academic record. Applicants holding MBA/ Post Graduate Diploma in management will have an added advantage. 6. अनुभव: The applicant should possess technical/ operational अनुभव at a senior level of management in a large organization of repute, out of which at least five years during the last ten years should have been in major Fertilizers/ Chemicals/ Petrochemicals sector. 7. Pay Scale: ((a)Central Public Sector Enterprises Eligible Scale of Pay (i) Rs. 7250-8250 (IDA) Pre 01/01/1992 The minimum length of service required in the eligible scale will be one year for internal candidates, and two years for others as on the date of vacancy (b) (i) Applicants from Central Government / All India Services should be holding a post of the level of Joint Secretary in Government of India or carrying equivalent scale of pay on the date of application. (ii) Applicants from the Armed forces of the Union should be holding a post of the level of Major General in the Army or equivalent rank in Navy/Air Force on the date of application. (c) Applicants from State Public Sector Enterprises/ Private Sector should be working at Board level position or at least a post of the level immediately below the Board level on the date of application. 8. Condition Of Immediate Absorption For Central Government Officers: Central Government Officers, including those of the Armed Forces of the Union and the All India Services, will be eligible for consideration only on imediate absorption basis. 9. Duration Of Appointment: The appointment shall be for a period of five years from the date of joining or upto the date of superannuation or until further orders, whichever is earlier.

1. The applicants should submit their applications through proper channel as follows:
(a) Government Officers, including those of the Armed Forces of the Union and All India Services: through Cadre Controlling authority;
(b) CMDs/MDs/Functional निदेशकs in CPSE: through the concerned Administrative Ministry;
(c) Below Board level in CPSE: through the concerned CPSE;
(d) CMDs/MDs/Functional निदेशकs in State PSE: through the concerned Administrative Secretary and Cadre Controlling Authority, if any, of the State Government;
(e) Below Board level in SPSE: through the concerned SPSE; (f) Private Sector: directly to the PESB.
2. Applicants from Private Sector must submit the following documents along with the application form:
(a) Annual Reports of the Company in which currently working for the 3 financial years preceding the calendar year in which the post is advertised (please provide URL or attach/enclose copies);
(b) Whether the company is listed or not; if yes, the documentary proof (please provide URL or attach/enclose copies);

कृषि ही सदा हमारी जनता का मुख्य आधार रहा है और शताब्दियों से हम भूमि जोतने तथा फसल काटकर लाभ पैदा कर रहे हैं, स्वाभाविक रूप से यह देखा गया है जहाँ कि भूमि की उर्वरता घटती जा रही थी। फसल का उत्पादन भी कम होता रहा था और इसे शताब्दी के पूर्वार्द्ध हमने देखा। हमें अपनी न्यूनतम खाद्य आवश्यकताओं के लिए आयात का सहारा लेना पडा। सत्य यह है कि हम पर उपजाए दीर्घकालीन बारंबार खेती द्वारा भूमि की अपनी उर्वरकता नष्ट हो गई है। कृषि के अधीन भूमि में उर्वरकता की असंतुलित स्थिति को पुन:स्थापित करने के लिए या मिट्टी को पुन: सख्त बनाने के लिए हमने जो जैव खाद लगाए हैं पर्याप्त नहीं था। विकसित राष्ट्रों ने अन्यथा रासायनिक उर्वरकों द्वारा इस समस्या का समाधान खोजा था और भारत में स्थित विदेशी मालिक बागान जैसे कुछ बडे पैमाने के कृषि उद्यमियों ने भी अपने निजी उपयोग के लिए रासायनिक उर्वरक आयातित किए जाते हैं।
द्वितीय विश्वयुद्ध जिन्होंने खाद्योत्पन्नों के आयात के व्यापारिक स्रोतों को समाप्त करके हमारी समस्याओं को गुरुतर बनाया और देश के कुछ भागों में प्रबल हुई अकाल दशा ने हमें बैठकर सोच-विचार करने की प्रेरणा दी। रासायनिक उर्वरक ही इसका समाधान था, लेकिन हमें तकनीकी जानकारी, कच्चेमाल या उर्वरक संयंत्रों के विन्यास संबंधी स्रोतों का ज्ञान नहीं था। उस समय ट्रावनकोर (केरल) के साहसिक एवं दूरदर्शी प्रशासक, डॉ सी पी रामस्वामी अय्यर ने इन बाधाओं को पार करके केरल के उस समय तक अनसूना एक गाँव में, एक रासायनिक उर्वरक फेक्टरी के विन्यास का पथ दिखा दिया। प्राप्य कुछ स्रोत एवं प्रौद्योगिकी एवं कच्चे माल जो इकट्ठा कर सकें। तत्काल उद्देश्य था किसी अधिक खाद्य उत्पन्न के लिए ताज्जूब पुन: पूर्तिकारक रासायनिक उर्वरक का उपयोग करना। यह जो 1944 में पेरियार नदी के तट पर स्थापित था एफ ए सी टी, उद्योगमंडल के रूप में आज ज्ञात है। यह संपूर्ण देश के उस समय के बडे पैमाने का पहला उर्वरक कंपनी था। एफ ए सी टी सौभाग्यशाली रहा था कि उसके आगे की यात्रा के दौरान इसका नेतृत्व करने के लिए बहुत ही महान व्यक्ति मिले। श्री एम के के नायर 1960 से 1971 तक फेक्ट के प्रबंध निदेशक रहे थें। वह सबसे लंबे समय तक प्रबंध निदेशक रहे और यह उनके कार्यकाल के दौरान एक नया अमोनियम सल्फेट संयंत्र, फेक्ट इंजीनियरिंग एंड डिजाइन ऑर्गनाइजेशन (फेडो) और फेक्ट इंजीनियरिंग वर्क्स (एफ ई डब्ल्यू) स्थापित किया गया था, इसके साथ अंबलमेडु, एफ ए सी टी कोचीन संभाग में एक और उत्पादन इकाई की स्थापना पर काम शुरू किया गया था।
तब से एफ ए सी टी का विकास, विस्तार और शाखापूर्ति हुई है,इसलिए आज यह देश के सबसे बड़े उर्वरक उद्यमों में से ही नहीं, बल्कि आधुनिक समय की एक किंवदंती और सार्वजनिक क्षेत्र की विजय भी है।
