शैक्षणिक योग्यता (Educational Qualifications):
Deputy Registrar:
(i) Degree in law of a recognized University.
(ii) Ten years practice at a Bar or ten years अनुभव in the State Judicial Service or in the Legal Department of a State Government or of the Central Government or in the processing of applications for registration filed under the Trade Marks Act or Geographical Indications Act or in teaching law in a recognised University, OR
II. Master's Degree in Law of a recognized University with eight years अनुभव in teaching law or in conducting research in law in a recognised University or research Institution.

Assistant Registrar:
I. (i) Degree in Law from a recognsied University; (ii) Five years practice at a Bar or five years' अनुभव in the State Judicial Service or in the Legal Department of a State Government or of the Central Government or in the processing of applications for registration filed under the Trade Marks Act or Geographical Indications Act or in teaching law in a recognised University. OR
II. Master's Degree in Law of a recognized University with three years’ अनुभव in teaching law or in conducting research in law in a recognised University or Research Institution.

Examiner:
(i) Degree in Law of a recognised University;
(ii) Two years’ अनुभव in handling Court cases and other legal matters or matters relating to Trade Marks or Geographical Indications.

आयु सीमा (Age Limit): Maximum 56 Years.

भारत में पेटेंट से संबंधित प्रथम विधान 1856 का अधिनियम VI था। इस विधान का उद्देश्य नवीन एवं उपयोगी वस्तुओं के आविष्कार को उत्साहित करना तथा आविष्कारकों को उनके आविष्कारों के रहस्य बताने के लिए राजी करना था। इस अधिनियम को बाद में 1857 के अधिनियम IX द्वारा निरस्त कर दिया गया क्योंकि इसे ब्रिटिश राज्य की स्वीकृति के बिना लागू किया गया था। 1859 में ‘अनन्य विशेषाधिकार’ अनुदान करने हेतु एक नया विधान 1859 के अधिनियम XV के रूप में प्रारम्भ किया गया। इस विधान में पूर्ववर्ती विधान के कुछ संशोधन शामिल थे जैसे, केवल उपयोगी आविष्कारों को ही अनन्य विशेषाधिकार अनुदान तथा प्रायिकता अवधि का 6 से 12 माह तक विस्तार। इस अधिनियम में आयातकों को आविष्कारक की परिभाषा से अलग कर दिया गया। 1856 का अधिनियम 1852 के यूनाइटेड किंगडम अधिनियम पर आधारित था जिसमें कुछ अंतर भी थे जैसे कि समनुदेशिती को भारत में आवेदन करने की अनुमति एवं नवीनता सुनिश्चित करने के उद्देश्य से भारत अथवा यूनाइटेड किंगडम में आम उपयोग अथवा पूर्व प्रकाशन करना।
