शैक्षणिक योग्यता (Educational Qualifications): B.Tech/B.E, M.E/M.Tech

Applications are invited for the full-time post of Consultant Engineer (Civil Engineering) on a contract basis in the prescribed format (Annexure-I) up to 05:00 PM on 22nd March 2022 initially for six months for Technical and Administrative supervision of the civil work relating to construction and maintenance of the various buildings of the Institute.

a) Name of the Post: Consultant Engineer (Civil Engineering)

b) No. of Posts: 01.

c) Essential Criteria: The Retired Govt. employees with four years BE/B.Tech/M.Tech Degree in Civil Engineering with a minimum of 20 years’ अनुभव with Grade Pay of Rs. 6600 and above as per 6th pay commission i.e. in the rank of Executive Engineer or equivalent at any Central/State Govt/Autonomous Body/PSU.

d) Desirable Criteria: The Candidate should have अनुभव in the areas of construction and maintenance of the buildings dedicated to Hospital and Research works and should be familiar with the Government works procedures, technical, administration, legal, arbitration and accounts in the research organizations of Govt.

e) Period of Engagement:

1. The initial engagement as Consultant would be for a period of 6 months which may be extended beyond the said period depending upon the requirement of NIRRCH and performance review of the consultants but shall not be extended beyond 5 years after superannuation.

2. The engagement of Consultants would be on a full-time basis and they would not be permitted to take up any other assignment during the period of Consultancy with NIRRCH.

f) Remuneration Payable to Consultants:

1. The consultant shall be paid a fixed consolidated monthly remuneration arrived at by deducting the pension from the pay drawn at the time of retirement in terms of Ministry of Finance, Dept of Expenditure OM FNo. 3-25/2020-E.IIIA dated 09.12.2020. No increment and Dearness Allowance shall be allowed during the term of the contract.

2. A fixed amount as Transport Allowance to commute between the residence and the place of work shall be paid of an amount not exceeding the rate applicable to the appointee at the time of retirement. The amount so fixed shall remain unchanged during the term of appointment. The entitlement of transport allowance will be as per DOE’s OM No. 21/5/2017-E.II(B) dated 07.07.2017. However, no Dearness Allowance shall be admissible on the Transportation Allowance.

3. No Travelling Allowance/Daily Allowance shall be admissible for joining the assignment or on its completion. However, Consultants shall be allowed TA/DA for their travel inside the country in connection with the official work as per his/her entitlement at the time of retirement as provided under SR 190(A).

4. Since the posts are purely on temporary/contractual basis, no benefit of Accommodation, CGHS, Provident Fund, Leave Travel Concession, telephone reimbursement, Medical, etc. will be available to the appointee.

5. All applicable taxes as per government rules and regulations will be deducted at the source.

Selection Procedure

1. Only shortlisted candidates will be informed through e-mail for the interview.

2. For Consultant (Administration) the selection shall be based on the basis of Personal Interview of candidates having requisite अनुभव on 29th March 2022 at 11.00 AM.

3. Keeping in view the pandemic situation and non-availability of Transport Services due to COVID-19, the personal interview will be conducted through online mode (Zoom/Webex video call).

4. Candidates have to submit the duly self-attested copies of proof of their age, educational qualifications, अनुभवs, testimonials etc. at the time of joining if selected.

5. Selected candidates have to bring all the documents as mentioned above in Original while joining.

आवेदन करने का तरीका (How to apply)

चयन प्रकिया: अभ्यर्थी का चयन लिखित परीक्षा एवं साक्षात्कार में उनके प्रदर्शन के आधार पर किया जाएगा।

1. Candidates meeting the age criteria and possessing the required qualifications, अनुभव, etc. can fill the Application Form given and submit it to NIRRCH Administration up to 05:00 PM on 22nd March 2022 through post/courier or by hand.

2. Applications received after 05:00 PM on 22nd March 2022 will not be considered for the interview. ICMR-NIRRCH is not responsible for applications that come after 22nd March 2022 through the Indian Post/Courier.
