One vacancy of Assistant Vigilance Officer Gr. II under Haldia Dock Complex, Syama Prasad Mookerjee Port, Kolkata (HDC, SMP-Kolkata) in the scale of pay of ₹40000-140000/- (pre-revised scale of pay of ₹16400-40500/-), is to be filled up BY DEPUTATION from the officers holding analogous posts, or officers holding posts in the scale of pay of ₹ 29600-81100/- (pre-revised scale of pay of ₹ 19100-51100/-) and above with 5 years' regular service in those grades in a Major Port Trust / Central Govt. / State Govt. / Public Sector Undertaking / Autonomous Bodies. Preference will be given to persons having अनुभव in vigilance work / Ex-Serviceman

4. Essential Qualification: Must possess Degree of a recognized University.

5. अनुभव: 5 years अनुभव in the scale of pay of ₹29600-81100/- (pre-revised scale of pay of ₹19100- 51100/-) and above.

6. Period of Deputation: The Officer shall be on deputation for a period of three years, which is extendable to four years. In exceptional circumstances, this can be extended to five years with the approval of Ministry.

7. Pay: While on deputation, the Officer may, within one month from the date of his joining the Major Port Trust, elect to draw either the pay in the scale of pay of the post in the Major Port Trust or his basic pay in the parent organization plus deputation allowance thereon.

8. Deputation allowance: The deputation allowance will be payable at the rate of 5% of basic pay subject to a maximum of Rs. 4500/- per month in case of deputation within same station and payable at the rate of 10% of basic pay subject to a maximum of Rs. 9000/per month in case of deputation involving change of station.

The selection is by merit for which the benchmark in overall grading in the ACRs / APARs will not be below “Good”.

आवेदन करने का तरीका (How to apply)

चयन प्रकिया: अभ्यर्थी का चयन लिखित परीक्षा एवं साक्षात्कार में उनके प्रदर्शन के आधार पर किया जाएगा।

1. AApplication of suitable and willing employees, who satisfy the provisions of the भर्ती Rules for the post of Assistant Vigilance Officer Gr-II, Haldia Dock Complex, may please be forwarded as per proforma enclosed, along with the following documents, duly superscribing the envelope as “Application for the post of Assistant Vigilance Officer Gr-II under Haldia Dock Complex”, so as to reach the office of Sr. Dy. Manager (P&IR) on or before January 10, 2022.

i) Copies of ACRs/APARs for the last 5 years, attested by an officer not below the rank of Dy. HOD on each page. [If ACRs/APAR for a particular year is not available, last available APAR may be furnished with a non-availability certificate.]

ii) Attested photocopies of all certificates and proof of educational qualification, present and past work अनुभव in the respective post and pay scale.

iii) No objection certificate from the respective Port / Organisation.

iv) Undertaking of the applicant to the effect that the candidature will not be withdrawn, if selected.

v) Vigilance and administrative clearance of the concerned Port / Organisation, as per enclosed proforma

vi) Two passport size photographs.

2. If any major or minor penalty has been imposed on the applicant during the last 10 years, the disciplinary case leading to such penalty along with necessary documents may be sent by the forwarding authority along with the application.

3. The selection is by merit for which the benchmark in overall grading in the ACRs / APARs will not be below “Good”.

4. The crucial date of determining eligibility will be the last date of receipt of application i.e. January 10, 2022.

5. The Ports / Organisations are required to forward the application of the applicants with the requisite documents on or before the date of closing i.e. January 10, 2022. In case of receipt of advance copy of application in respect of any applicant, candidature of the candidate will not be considered by HDC, SMP-K if the application is not received through proper channel by HDC, SMP-K within 15 days of the last date of receipt of application. Incomplete application or application received after the due date will not be considered.

6. The authority forwarding the application is requested to verify that the application is in order. Application received without the forwarding authority’s certificate, as prescribed in the enclosed proforma, will not be considered.

कोलकाता देश का प्रारंभिक बड़ा बंदरगाह है। मुगल बादशाह औरंगजेब द्वारा ब्रिटिश उपनिवेशकों को पूर्वी भारत में व्यापार करने का अधिकार दिए जाने के समय से यह भारत का प्रमुख बंदरगाह रहा है। इस बंदरगाह के साथ कोलकाता शहर का पुराना संबंध है। समय के साथ इस विशाल देश पर शासन करने का अधिकार ईस्ट इंडिया कंपनी के हाथों से निकलकर ब्रिटिश शासकों के पास चला गया। 1870 में बंदरगाह आयोग की नियुक्ति के साथ कोलकाता बंदरगाह को सरकार के प्रशासनिक नियंत्रण के अंतर्गत लाया गया। प्रारंभ में कोलकाता बंदरगाह की स्थापना ब्रिटिश उपनिवेशों की रक्षा और हितों को बढ़ावा देने के लिए की गई थी। लेकिन 1947 में स्वतंत्रता प्राप्ति के साथए बंदरगाह को राष्ट्रीय हित में अपना योगदान के लिए आमंत्रित किया गया। बंदरगाह ने द्वितीय विश्व युद्ध और देश के विभाजन के बाद अपनी राष्ट्रीय जिम्मेदारी संभाली।

कोलकाता बंदरगाह भारत का एकमात्र नदी बंदरगाह है। यह नदी के रेतीले तट से 232 किमीण् दूरी परए धारा की प्रतिकूल दशा में स्थित है। भारत के प्रमुख बंदरगाहों के बीच यह निस्संदेह सबसे लंबा नौपरिवहन मार्ग है। यह दुनिया के सबसे लंबे नौपरिवहन मार्गों में से भी एक है। किडरपोर के एक छोर पर यह सबसे निम्न तल वाला है तो दूसरे छोर पर रेतीला है। भारत और दुनियाभर के बंदरगाहों के बीच यह सबसे गहरे तल ;अधिक से अधिक 50 मीटरद्ध वाला है। 1877 मेंए बंगाल के उपराज्यपाल द्वारा इसे ष्ष्यूरोप के बाहर के सबसे अच्छे और सुविधाजनक बंदरगाहों में से एकष्ष् के रूप में वर्णित किया गया था। 232 किलोमीटर लंबे नौपरिवहन मार्ग पर अपने विशाल और विविधतापूर्ण तटों की उपलब्धता के कारण अभी भी देश के विभिन्न बंदरगाहों के बीच इसकी ख्याति बरकरार है।
