गोविंद बल्लभ पंत राष्ट्रीय हिमालय पर्यावरण एवं सतत विकास संस्थान की स्थापना, कोसी-कटारमल, अल्मोड़ा में अगस्त, 1988 में पर्यावरण और वन मंत्रालय, भारत सरकार के एक स्वायत्त संस्थान के रूप में की गई थी। संस्थान की पहचान वैज्ञानिक ज्ञान को उन्नत करने, एकीकृत प्रबंधन रणनीति तैयार करने, प्राकृतिक संसाधनों के संरक्षण के लिए अपनी क्षमता का प्रदर्शन करने और संपूर्ण भारतीय हिमालय क्षेत्र (आईएचआर) में पर्यावरण की दृष्टि से ठोस विकास सुनिश्चित करने के लिए एक केंद्रीय एजेंसी के रूप में की गई है। अनुसंधान और प्रौद्योगिकी विकास कार्य करने और/अथवा इसका प्रदर्शन करने के अलावा संस्थान ने पर्वतीय क्षेत्रों में पर्यावरण और विकास से जुड़े मुद्दों के लिए प्रतिबद्ध राष्ट्रीय और अंतर राष्ट्रीय संगठनों के साथ संबंध स्थापित किया है।
